At the early years of the Western Zhou Dynasty, Lord Zhou subjugated the rebels of all eastern tribes with his great military talent. He built the east capital Luoyi as the political center, and established the system of rites and music to moralize the general public. Meanwhile, he indoctrinated his successors to implement the governing policy of rule of virtue with not-going-to-extreme punishment, and spare no efforts to make the country prosperous.

Thanks to the policies, by the time when Emperor Cheng and Emperor Kang reigned, the whole country was stabilized and became prosperous. Reign of Chengkang, together with "Reign of Wenjing" in the Western Han Dynasty and "Reign of Zhenguan" in the early Tang Dynasty, was a well-known period of stability and prosperity in the Chinese history.
